The most effective modern approach, which this playbook terms “Enterprise FinOps,” is the fusion of these two disciplines. SaaS, ownership is driven by departmental showback or chargeback for licenses, making business units directly accountable for the cost of the tools they request.23 For

software licenses, it means aggressively eliminating unused licenses (“shelf-ware”) and ensuring full adoption and value extraction from purchased tools.20 For
IT labor, it means ensuring that expensive and scarce developer time is focused on high-value, revenue-generating activities rather than on low-value maintenance or rework.31

The core challenge lies in shifting the organizational mindset from a traditional, CapEx-heavy, multi-year capacity planning model to a more dynamic, consumption-based view of infrastructure costs.24 Unlike the cloud’s variable OpEx, data center costs are largely fixed, capital-intensive, and lumpy, with slow feedback loops that obscure the true cost of running an application. The following plays are designed to dismantle this opacity and manage the data center as a value-generating asset.
Play 1: Implement a Consumption-Based Cost Model
The foundational step is to create a transparent, defensible model that translates the data center’s fixed costs into variable, consumption-based unit metrics. - Ingest Financial Data: Start with the General Ledger (GL) to capture all direct and indirect costs associated with the data center. This includes facilities costs (rent, power, cooling), hardware costs (servers, storage, networking equipment depreciation), software costs (virtualization platforms, operating systems, management tools), and fully-burdened labor costs for operations and maintenance (O&M) staff.16
- Standardize into Cost Pools: Group these raw costs into standardized categories or “cost pools” as defined by the TBM taxonomy. This provides a consistent way to view and analyze spend.16
- Allocate to IT Towers: Allocate the costs from the pools to IT infrastructure “towers” like Compute, Storage, and Network. This requires operational data. - Establishing Centralized Governance: This alliance, working closely with the Procurement department, must establish and enforce a centralized governance process for all new software and SaaS acquisitions.20 This process should be designed to prevent the procurement of redundant applications (e.g., a department buying a new project management tool when the enterprise already has a standard) and to ensure that all purchases align with existing enterprise license agreements (ELAs) to maximize volume discounts.19

For a given need, is it more cost-effective and valuable to use an IaaS-based custom application, a PaaS solution, a COTS (Commercial Off-The-Shelf) licensed product, or a pure SaaS offering? Key Metrics for SaaS/Software FinOps
Measuring the value of a software portfolio requires a dual perspective:
- For SaaS products the company builds and sells: The metrics are business-oriented, focusing on growth and profitability. Key indicators include Monthly/Annual Recurring Revenue (MRR/ARR), Customer Lifetime Value (LTV), Customer Acquisition Cost (CAC), and Churn Rate.52
- For software and SaaS the company buys and uses: The metrics focus on cost efficiency and value extraction. Key indicators include Total Contract Value (TCV), Spend per Employee/Department, User Adoption and Activation Rates, Redundant Application Spend, and Cost Savings from License Optimization.23
- Risk & Compliance Metrics: License Compliance Rate (the percentage of deployed software that is properly licensed) and the number and financial impact of audit findings are critical indicators of the health of the ITAM/SAM partnership.
Chapter 5: The Human Factor: Applying FinOps to Labor and Project Investments
For most technology organizations, labor is the single largest and most strategic investment, yet it is often the most poorly understood from a financial perspective. - Blended Rate: A single, average fully-burdened hourly rate is used for all team members. This is simpler to calculate and is useful when individual salary data is not available to project managers.58
- Specific Rates: The actual fully-burdened cost for each individual team member is used to calculate a more precise team burn rate per iteration.58

- Unit Time of Activity: An estimate of the time required to perform a specific activity (e.g., “resolving a tier-2 support ticket takes an average of 45 minutes,” “provisioning a new virtual server takes 120 minutes”).63
By multiplying the time of an activity by the capacity cost rate, the organization can determine a highly accurate cost for any IT service. - Ensure Fairness and Transparency: The success of any chargeback system hinges on its perceived fairness. The allocation methods must be clear, defensible, and based on actual consumption drivers (e.g., hours tracked on a project, number of service tickets resolved, servers managed) rather than arbitrary metrics like departmental headcount, which can breed resentment and distrust.36

- ITAM-centric Platforms (e.g., Flexera): These platforms are built on a foundation of managing the lifecycle of all technology assets—hardware, software, SaaS, and cloud. Their strength is in providing a comprehensive inventory and driving optimization across the entire asset portfolio, with a strong focus on license compliance and risk management.108
